Spokane Falls Blvd. Spokane WA 99201-3316 OBJECTIVE OF THIS RFP The objective of this Request for Proposals (RFP) is to obtain an Enterprise Infrastructure Management System (EIMS) to provide the best possible services for the citizens of the City of Spokane (the City). Overall, the City is looking for the best solution to meet its needs - either through a single vendor's enterprise solution or a mixture of integrated individual applications that support the City's mission-critical initiatives. The City is considering solutions consisting of a procured commercial off-the-shelf system or systems. Specifically, the City seeks solutions to address its public works departments business processing and maintenance management services. As well, the City anticipates leveraging the benefits of the acquired system(s) for use in other City of Spokane Departments where appropriate. The City seeks an integrated (EIMS) solution to be deployed City-wide in a structured and phased approach. Phase one focus departments will include Water, Sewer Maintenance, Waste Water Treatment Plant and GIS. Phase two is currently scheduled for the Streets department. Subsequent phases may include Parks & Recreation. These departments will be scheduled based on approved funding and the results of phase one implementation. The City also is planning to integrate the GIS systems with the selected EIMS applications. The City has recently conducted assessments of the business processes and data flows of each of the focus departments. The requirements questions in this Request For Proposal are the results of the business assessment project. Plans are underway to assess the department's data elements in detail with the results anticipated for review by the end of the RFP selection process. The objective and scope of this project are considered extremely important. The major objectives include developing achievable goals and budget plans that include project duration, staffing requirements and capital commitment. It is in the best interest of the City to develop a partnership with selected vendors to achieve these major objectives. The City is interested in receiving proposals to evaluate hardware, software and professional services solutions that will best address the City's requirements. Vendors can elect to propose turnkey solutions or those products and services that best match the needs of the City. The City encourages vendors to team with each other if this will provide the best possible bid.
